Sewer system update (as of 7/1/10)

The ECTW - Area "C" Sanitary Sewer Improvement construction contracts were awarded to Fabrizi Trucking and Paving, Inc. for the general sewer installation work and the electrical trade contract was awarded to Doan Pyramid Electric, LLC.   The affected property owners will be receiving correspondence advising them of the construction and to take extra precautions around the excavations and equipment for safety.   Please caution children to keep a safe distance from all equipment and excavations.  You will be urged to observe all traffic barricades, warning lights and flag personnel.  Those property owners will also be notified in advance of the installation to identify the preferred location of the connection to each home to make it work for each individual case.  The City also advises you to relocate any lawn furnishings, small tress or shrubs that may be impacted by the construction.  If you are concerned or have questions regarding the sewer routing, please contact the representative from CT Consultants listed at the end of this notice.    

The general contractor, Fabrizi, still intends to complete the sewer and pump stations installation this year along with roadway repair and resurfacing.  Final restoration work will be done in the Spring of 2011.  Construction progress was adjusted so; at this time, we can provide the following:

 

Mainline sewer and lateral connections have been installed on Cricket Lane; Lynn Drive; White Road from Erich to Lynn; and, Erich Drive.  Pavement work and restoration activities are ongoing.

 

Willow Lane and Canterbury Court sewer work is complete

 

Trabar Drive – minor sewer work is expected to take place here in July.

 

Bishop Road and Tall Tree Trail – mainline sewer is complete; pavement work and restoration activities are ongoing.

 

White Road from Bishop Rd. to Westerly Corp line – mainline sewer is currently being installed.

 

Sayle Drive; Eddy Road and Rockefeller Road sewer work is projected to be from August to October.

 

Tall Tree Trail pump station installation & White Road pump station installation is projected to be completed by October.

 

Pavement repair has begun on several streets and will proceed with all other restoration activities through October and November.  The City is represented by CT Consultants, the City’s Engineering firm, who have been engaged to administer and oversee the construction of the project.   Mr. Eric Haibach, P.E. of CT Consultants is your point of contact for any questions you may have during the construction and he can be reached at 440-530-2387. 

Sewer Assessment Area "C" residents meetings (updated 5/13/10)

The City conducted meetings for residents in Sewer Assessment Area "C" to discuss the installation procedures for sewer connections.  The meetings were held at 6:30pm on Monday, May 10th and Wednesday, May 12th at the Community Center.

Lateral Installation Program
MARCH, 2010

Background

 

Willoughby Hills is now in the third and final phase of providing sanitary sewer service for the western portion of the City that is part of the City of Euclid’s Sewer District.  Willoughby Hills has an Agreement with Euclid who provides wastewater treatment for this portion of the City.  This District includes the western side of the City extending south to the City’s corporation line and with an easterly limit at the City Hall complex and the Community Center on Chardon Road. 

 

Sewer construction is well underway and is scheduled to be completed in 2010 on the following streets:

 

  • White Road from just east of Bishop Road to the City’s westerly corporation limit
  • Bishop Road from just south of White Road north to the Creek
  • Tall Tree Trail
  • Lynn Drive and Cricket Lane
  • White Road from Erich Drive to just west of Lynn Drive
  • Erich Drive and a portion of Willow Lane
  • Eddy Road from just east of Orchard Drive to Rockefeller Road
  • Rockefeller Road from Eddy Road to I-90
  • Sayle Drive

Property owners will receive a written order from the Lake County General Health District upon completion of the City’s sewer project.  Owners must connect to the sewer within one (1) year of notification.  The City understands the burdens these requirements will place on the homeowners.  This lateral installation program was developed to provide assistance.


Installation Program

 

I.      As part of the first phase of this program, the City will advertise or solicit contractors who are interested in performing the work for the individual homeowners to an informational meeting.  The advertisement will be an invitation supported by some general information about the project and its schedule.  The informational meeting will help judge interest and capacity of the contractors to perform multiple installations.  The City of Willoughby Hills will not participate in any negotiations or enter into any contractual obligations with these contractors.  It remains the homeowner’s sole responsibility for this action.  The City will advise interested contractors on the specifications and permitting obligations for the installation process.  The City will schedule this program in advance of the completion of the project.

   

II.    The second phase will involve two (2) separate meetings with neighborhoods.  At these meetings, informational packets will be distributed.  Included in these packets will be a “cut-away” sketch of the new lateral to be installed, a copy of the City’s specification sheet, an explanation of the work to be done and a discussion of the cost of work.  The residents will be informed of the advantages of having work performed as early as possible so that only the final connections will be needed once the sewers are accepted.   A list of registered and interested contractors will be provided to the residents.  Please consider collaborating with your neighbors in order to negotiate a bulk price from Contractors.  It will be up to each neighborhood group to organize this effort.  The City will notify you of the time and date of these meetings at the Community Center.

 

III.   The third phase of this program will be the installation of your sewer lateral connection.  Once the sewer main has been accepted by the City, the Lake County General Health District will issue a notice of connection.  This notice will indicate one (1) year as the time period for connection.  The property owner will need to contract with a City-registered contractor who is required to post a bond with the City’s Building Department.  The homeowner or his/her contractor will contact the City’s Building Dept. to request an application for a sanitary sewer connection.  These applications will be available with the Building Dept. and they will specify the fees due to the City before any work is permitted to proceed.  Your contractor will be required to call for inspection at least 48 hours in advance of the work.  Once the sewer lateral has been connected, the City notifies the Lake County General Health District and the Lake County Utilities/Billing Department.  The City’s Service Dept. will perform a dye test to ensure that no clean water connections to the sanitary sewer are evident.

   

Additional information to assist property owners:

 

Please accept this as guidance on how to get your connection to the sanitary sewer done.

 

  1. The City will provide a copy of contractors who are registered with the City to perform the work.  Please review this list either individually and/or speak with your neighbors.  As noted, it may be advisable to select and hire a contractor as a group with neighbors on your street who will have the same requirements.  The advantage for you is to get a discounted price based upon the volume of work a contractor could have on your street.
       
  2. When you do speak with a contractor, request a list of references with names and phone numbers for you to contact to ask about their performance.  Research the background of contractors you consider with the Better Business Bureau.  Many of these contractors were probably involved in installing sewer connections for many of your fellow residents recently as part of the City’s other sewer projects.  Those streets already completed include Marcum, Parkview, Martin, Dixon, Emerald Lakes, Evergreen, SOM Center Road, Rockefeller Road, Eddy Road and Bishop Road.
     
  3. We are providing you with a “cut-away” sketch of the new lateral to be installed (attached at the end of this document) and a copy of the City’s specification sheet. 
     
  4. After review and research of these contractors, solicit a detailed quotation to perform the work and request that the contractor visit your property to examine and review where your lateral will be installed.  At a minimum, the City suggests the detailed quote include unit prices to install the pipe or lateral; the cost to properly pump out your septic tanks and abandon it; and the final restoration of your property with topsoil and seed or sod depending upon your individual needs.  
     
  5. If a deposit is requested, make sure it is reasonable.  Agree to only reasonable and measurable progress payments.  Insist upon completion and acceptance by the City before you make final payment.
     
  6. Your installation has to be free and clear of any connections from your footer drains, sump pumps, or downspouts.  The City will confirm that with the dye test when your Contractor has completed the job.

Sanitary Sewer System Investigation & Detection Program (3/24/10)

The City began a methodical approach to ensure the proper operation and functioning of the City’s sanitary sewer system.  An investigation will be conducted annually for each neighborhood with sewers.  The City began with the Green Ridge neighborhood that includes Miller, Alan, Meadowbrook and Diane on the north side of I-90.  Corrections are being made both by the City and by property owners to ensure that only sanitary wastewater is connected and that the sewer system in general is sound.

The next phase of this program will be conducted this year on Camelot and Canterbury Courts.   Property owners will be notified of all activity in advance.

Sewer system update (as of 6/8/10) 

The City’s Service Dept is coordinating work at these locations.  As part of these improvements, the City will install curbing and landscape along Chardon Road in front of the Fazio Restaurant.

Pump Station Improvements at Stark Drive and I-90
(update as of 12/30/09)

The City is proceeding with improvements to two (2) pump stations in the sanitary sewer system.  These improvements will not be very noticeable to the general public with one station located on SOM Center Rd. at I-90 and the other at the intersection of Stark Drive and Chardon Roads.  As part of the latter project, the City will install curbing and landscape islands along the south side of Chardon Road leading up to Stark Drive as part of this improvement.  It will extend the curbing already there to the west and will upgrade the aesthetics of that area.  These projects should be underway early next year.   Please check back with this website for updates.

Willoughby Hills Improving Main Branch of Euclid Creek

The Lake County General Health District (LCGHD) conducted an extensive sewage pollution survey in the Euclid Creek Watershed that included sewage system tracing dye testing of household sewage treatment systems and water quality sampling for fecal coliform bacteria in the watershed. The survey began in 1996 and took over three years to complete.  In the spring of 2000, the LCGHD submitted the survey report to the City of Willoughby Hills summarizing the findings.  The soils in the Euclid Creek Watershed are silt loams with shallow shale bedrock, seasonal high water tables and very slow permeability.

 

The average age of the sewage systems in the watershed were between 30 to 50 years old. The results of the survey were as follows:

  • The sewage systems in the watershed were failing at rates between 50-66%
  • The water quality samples taken in ditches discharging into Euclid Creek and in the Creek itself ranged from 47,000 to 240,000 fecal coliform per 100 ml.
  • Most properties had limited area for on-site replacement sewage treatment systems.

The LCGHD report strongly urged the City of Willoughby Hills to take steps necessary to design, fund and construct sanitary sewers in the Euclid Creek Watershed.  The City in turn designed and constructed a main sanitary sewer truck line along the Euclid Creek corridor on White Road that is treated by the Euclid wastewater treatment plant.  The extension of the sanitary sewer through the various streets was developed in three phases. Two phases have been completed and the Health District has issued orders to 374 property owners to connect to the sanitary sewer and abandon their septic systems.  To date 315 have connected and the remainder have either received extensions for connection or are in the legal process.  Additionally, the City was able to eliminate several existing pump stations that were causing overflows during heavy rain events and the County was able to eliminate a package treatment plant that discharged to the creek.  The third phase of the sanitary sewer project in the watershed will be ready for connection in 2011 and involves approximately 280 additional properties.

 

The improvements to the watershed will be documented by follow up fecal coliform sampling at the completion of phase three of the project.  The improvement in the quality of the water in the drainage ditches in the completed areas is evident as there is no longer black, stinky water and sludge present in the water.

 

 

Sewer system update (as of 8/21/09)

The ECTW - Area "C" Sanitary Sewer Improvement contract is now moving forward with the public bidding process and remains on schedule to begin construction in January, 2010.  The project will be advertised on Friday, August 28th and bids will be opened on Tuesday, September 29th.

The City's consultant will then review and compile the bids for consideration.  If everything is found to be acceptable, a construction contract will be tentatively awarded by Council.  We will then work to finalize the financing package with the Ohio EPA by November.  This is a critical part of the process and, if it proceeds according to plan, the construction contract will be executed between the City and the successful contractor.

 

Once the contractor has been retained, we should obtain more details regarding the actual construction schedule and the order in which the project will proceed, street by street.

Area "C" sewer meeting (June, 2009)

The City held two townhall meetings for the residents in the current sewer project area, known as "Assessment Area C".  The purpose of these meetings was to present the plans and schedule for the current sewer construction project.  Representatives from the City Engineer's office, the City Administration and Council, and the Lake County General Health District, were present to outline the project details and answer questions.

Sewer system update (as of 4/15/09)

Public Meetings were held on 2/26/08 and 3/5/08 for residents of “Area C” to discuss the third phase of the Sanitary Sewer Program for the City of Willoughby Hills.  Residents met with City Engineer Richard Iafelice, P.E., P.S., and Lake County General Health District’s Laura Kuns, R.S.
to discuss the City’s sewer plans and address questions and concerns.  The meetings were well attended and all presented concerns were addressed.

 

On June 9, 2008, residents in “Area C” were sent a letter offering a final chance to receive a discount on the sanitary sewer tap-in fee.  Several residents responded, remitting $2,500 as a discounted tap-in fee charge.  This amount, stipulated by City Ordinance, pays for capacity in the large sewer line that was built several years ago.  It is separate and distinct from the cost
to actually install the sewer lines on the streets.  Those costs are borne by each property in the form of an assessment.  When further information about the assessment amount is available, residents will be notified. 

 

At the time of construction, various charges will apply to the affected properties.  These include a tap-in fee of $300 for the City of Euclid (our sewer treatment provider) and a $400 charge for inspection of the connections.

The City is proceeding with the design and construction of the sanitary sewers in these areas (known as “Area C”) as the final phase of the City’s sanitary sewer improvement program.  In 2009, the City plans to publish the tentative assessment costs for the project.   Information about these assessments will be mailed to each property owner to help them plan for these projected expenses.   At that time, there will details regarding the procedure to register a formal objection to the Assessment, if desired.  Upon completion of the project, each property owner will be issued, and will be responsible for, their portion of the actual costs incurred (the final assessment).  The property owner will then have the option of paying the assessment in full, or placing it on their property taxes for payment over a 20-year period.

 

The system design is underway and the City anticipates that construction may begin sometime in the fourth quarter of 2009 or in the first quarter of 2010.  Sewer Service in the project areas is expected to be available by the end of 2010 with a total completion expected in 2011.  Upon completion of the construction, property owners will have up to one year to connect to the City sewer.

Financial Hardship

Property owners who demonstrate financial hardship can seek assistance through Lake County’s Department of Housing Rehabilitation. Assistance is available for the installation of the sewer connection only. Administrative costs and connection charges are not eligible.
