 seniors What is WHISPER?
WHISPER is the Willoughby Hills Isolated Senior Program for Everyday Relief.  It offers assistance to the seniors of the City of Willoughby Hills who are in need of assistance, temporarily or permanently, with services such as: Lawn care, House Cleaning, General Maintenance, Meals, Companionship, a helping hand, etc.
This program was designed to provide everyday relief, emphasizing that services will be offered year-round and not be limited to only “holiday time” when many other programs are in force.

How does it work?
Any senior resident in the City of Willoughby Hills is eligible to receive assistance.  Once application is made, the needs of the individual are assessed and appropriate action is taken to supply the needs of the resident in the most expeditious manner possible.

How was WHISPER created?

The program was developed following the City’s involvement in the United Way of LakeCounty’s Day of Caring in June 2008.  During that project, it became apparent to then Mayor Weger that the City of Willoughby Hills needed an ongoing  program to assist the elderly of our community.   His vision was a volunteer program with sufficient resources to address the issues that our seniors-in-need often experience.  Thus, "WHISPER" was created.
