City Engineer

Richard L. Bowen & Associates, Inc. is the consulting engineering firm retained by the City for advice and consultation on capital improvement projects. Bowen & Associates is headquartered in Cleveland.  They are a full-service firm currently retained by other municipalities such as North Royalton and North Olmsted as their municipal engineer and provide engineering, architectural and planning services, as well as expertise in construction management. 

In 2013, the City entered into a new contract and Mr. Pietro A. DiFranco, P.E., Director of Civil Engineering with Bowen and Associates, was then designated as the City Engineer representing the firm. His services include attendance at Council meetings; advice and consultation to public officials; attendance at other public board meetings as requested; and consultation on capital improvement projects and planning. He is assisted by Kevin Trepal, P.E., who will be serving the City of Willoughby Hills in the capacity as Assistant City Engineer.  These two individuals will work side by side to ensure the city's best level of service in dealing with engineering concerns throughout our community. 

The City Engineer will periodically provide information to the City for communication to the public via this website. This information will generally concentrate on active capital improvement planning projects in which the City is involved. This will provide a means to publish planning, design and construction information to the general public on a regular basis.
